Statement on the Maoists’ Victory in Nepal Election
(22 April, 2008)

About all the results of the constitutional assembly election in Nepal, held in last April 10, have already come out. Maoists got victory in the main election of 240 seats by achieving absolute majority. The other two main parties-- bourgeoisie Nepali congress and the revisionist party named UML-- have been defeated who achieved 30s seat and near about that respectively. But, Maoists will not be able to form government singly despite getting absolute majority. Because, according to pre-election agreement, total seat of the constituent assembly will be 601. Among that, proportionally seats will be distributed according to achieved vote in 335 seats,. And remaining 26 seats will be finalized in ministerial meeting later. As Maoists got a little more than 30% vote, they will get majority seats in 335 seats. But others’ number of seats will increase proportionally and single majority place of Maoists will not continue. So far it is seen, in 601 seats’ constituent assembly, their seat number will be 50/55 less than 301 to be single majority. In this situation, to form a government, Maoists will have to form coalition with some others, though Maoists will lead that.
This constituent assembly will remain in power for next two years, that means, will act as interim parliament and in between it has to prepare and pass a new constitution, on which basis there will be parliament pole later again.
However, Maoists are saying that Nepal will be declared a “People’s republic” in the very first meeting of the parliament, according to the previous agreement. That means, it is being hoped that in this way, formal abolition of monarchy will be accomplished.
** In Nepal, People’s War was initiated on February 13, 1996 with the program of accomplishing New Democratic Revolution with the goal of socialism-communism. At that time, a small sized party, with some domestic weapons, relying only on people and revolutionary ideology & politics, initiated people’s war and created a country-overflowing revolutionary tide within ten years. 80% of the rural area of the country came under Maoists’ control, a massive people’ army of about 1 luck militia and 40 thousands member-regular army developed. By being repeatedly defeated, royal state army was cornered in urban areas and cantonments. The whole ruling class was on the verge of completely being overthrown.
In the liberated areas, once suppressed, oppressed, discriminated and deprived poor people started new life. For the first time after many hundred & thousand years, oppressed masses arose huge in quantity by getting the taste of power. Along with peasants, oppressed nationalities, discriminated women, suppressed masses and the workers & poor people of cities, huge middle class people too started to merge in support of this ongoing revolution.
US imperialism, ring leader of world-reaction and the Indian expansionism were threatened and terrorized with this new glory & lightening of Marxist Proletarian Revolution in one of the poorest countries in the world. They started to commit hundreds & thousands of conspiracies. The US imperialism filed Maoist Party of Nepal in the `Terrorist’ organization list. But in no way, they could resist the advance of revolution. The message of Nepal People’s War and Nepal Revolution spread further and got more popularized worldwide by the international organization of Maoists, the RIM. This situation pushed ruling class of Nepal in serious crisis. Serious crack arose between the monarchial force and the parliamentary political force of the comprador bourgeoisie. In order to make use of this crack, Maoists made 12-Point Understanding with 7-party bourgeoisie political alliance in November, 2005 and took simultaneous movement program against monarchy.
On the basis of this Understanding, countrywide mass rebellion was created in April ,06, as a result of which, monarchy was obliged to retreat. But on 24 April, king declared restoration of the old bourgeoisie parliament, so that power may not go in the hands of agitating masses. International reactionaries including US and India welcomed it, 7-party alliance took power, and Maoists correctly condemned it as a “betray”.
But despite condemning that, other than calling people for revolutionary insurrection and final war against moribund and crisis-fallen ruling class and falling state, they took tactics of negotiation with the new regime. In this process, on the basis of gaining some demands, Maoists became part of the interim government, and as a succession, ascended as majority party in today’s election.
** Election result too has shown how much Maoists have influence countrywide in course of people’s war during ten years, what type of organizational strength they have achieved and how much oppressed people hope on them. The election result has to the point shown how much the malicious propaganda of reactionaries & bourgeoisie of the world including US & India is a big lie and unreal that people’s war and Maoists are isolated from people and are terrorists. The example of Nepal has clearly proved that Maoism, New Democracy towards Socialism and People’s War is the only rely of oppressed people in backward countries.
** But what is now important, after April, 06 insurrection, especially through this election, is that which direction are Maoists going? What is the future of Nepal on the other hand?
Maoists are at the door of getting power through election.
But revolution in Nepal is still unaccomplished.
Reactionary state and ruling class still exist, although fall of monarchy seems to be upcoming.
Main enemies of Nepalese people-- the Imperialism & Expansionism, Bureaucratic and Comprador Capitalism & Feudalism still exist, who are responsible for all the sufferings of the masses.
The main element of the state, the Royal Army, has only changed the name, but that army is untouched. Former bureaucracy is still existing. Big bourgeoisie class, agent of foreign reactionaries, exist. Bourgeoisie media of their control still exists. Imperialism & Expansionist intervention that preserves them have not been overthrown. Even despite feudal relations that was widely overthrown in rural areas, still exist countrywide. That is, the whole old system is continuing except the end of monarchial rule only. In this situation, although Nepal is declared a “People’s Republic”, fundamental change of this system is not happening.
End of monarchy viz., declaring “People’s Republic” is not itself any revolution. Despite that is a big change, but that is only a reform to the existing system. If it is accomplished as a part of revolution, that is, if anti-monarchy struggle is directed to revolution, only then that can bring qualitative change in society. Otherwise, that will establish a new form of regime of the same ruling class & system. Which party is leading that is no big matter.
Through victory in election, Maoists are going to take the responsibility of running this old system. Will they give new life to the very moribund system by making reform, or completely crack down the system?
It is seen, not only political struggle ended, rather its fundamental task even in new democratic revolution is still remaining. Mao taught that, political struggle don’t end even after socialism being established. Rather political struggle is the key till communism is established. Economic work rotate around that. Nepal is no exception.
No one will demand Nepal revolution to be similar to Russian revolution of ninety years’ before. Even that can’t be similar to Chinese revolution of 60 years back. But the similarity on the basic point any country’s proletarian revolution of world including Nepal with the revolutions of Russia & China is that, it has to be really a revolution, i.e., to take oppressed masses into power through overthrowing old state and ruling class. Mission of proletarian class is to rapidly direct revolution to Socialism, at whatever stage it may be. Proletarian revolution can’t be led with taking program of establishing any old type of capitalism or consolidating capitalism. New Democratic Revolution too can’t be part of proletarian revolution without containing socialist aspects wide extent.
** Without accomplishing revolution and constantly advancing it, can peoples’ aspiration be satisfied and problems resolved? Not at all.
As Maoists, during 10 years people’s war had overthrown ruling class & its state machinery in rural areas through revolution, they could have materialized program according to the interests of peasants and oppressed people. For this very reason, these people supported Maoists and still are doing so. As because, despite partially, they could have resolved their problems through that, and more than that, they got a vision of total change of society and life. They stepped forward with promise and consciousness of increasingly materialize that through accomplishing countrywide revolution, what would have advanced with the view of greater goal i.e., Socialism and Communism.
Moreover, the meaning of revolution not being accomplished is that the enemy side of revolution is remaining in power and remaining in society with its military, financial and cultural superior strength. This enemy side is now in a process of defending and consolidating this moribund system in the situation of their not having political support. With this view, if they are agreed to Maoist rule for now, though problematic for them, their conspiracy is a must to be continued. They must continue to make constant evil effort of creating hundreds of crisis in Maoist rule and make use of that.
Therefore, if Maoists continue revolution and be uncompromising for that, bloody conflict is inevitable in Nepal politics in future. Because reactionaries can not but resist with bloodshed by being obstacle in the path of Maoists’ program implementation. So, despite people’s seeking peace, comprador bourgeoisie, feudalists and their foreign masters will not let them to be in peace. Only in course of continuing revolution, and waging war inevitable for that, only the oppressed people can achieve relative peace. Not otherwise.
** Till now, Maoists are going to take power upon a reactionary system. Whether or not revolution can be imposed from above is a serious question.
Many days before Marx said that proletariat can’t make use of the existing state machinery, simply achieving it. It needs to be destroyed.
As it didn’t happen, we had to see tragic incidents of Chile and Indonesia.
On the other hand, in countries like Venejuela, other than making any effort to crush the system, actually it has been granted and people are being tried to keep on the side by making some popular reforms for oppressed masses.
What is happening in Nepal?
The serious problem Maoists will have to face first is the point of unification of the armies.
Still the former royal army is much stronger in terms of number and arms. About this army, comrade Prachanda correctly said that this army is capable of doing two things only: one, killing unarmed masses, two, raping women. Even if unification of revolutionary army happens with such type of an army, that will either eat up revolutionary character of peoples army, or that unified army once will burst out with hostility being splintered from within. People have nothing without existence of revolutionary army. In that case, how can the existence of revolutionary army be defended & developed and the old reactionary army be crushed?
How will the Maoists tacle the absolute anti-people bureaucracy of old state?
How will they keep good relation with India by dismissing unequal pacts with them?
Especially how will they peacefully overthrow economic interest, political control and domination of all the imperialists including the US and the Indian expansionism?
How will they liberate economy viz., banks, industry, commerce, production and transportation of the country from the control of foreign lackeys big bourgeoisie? How will they liberate media from control of these mass-enemies? How will they complete revolutionary land reform in agriculture and carry that towards socialism and development through collectivization and mechanization?
Therefore, revolution is inevitable to be bloody and with war. If Maoists implement revolutionary program and continue revolution, it is inevitable. Maoists can’t be prepared for that if they don’t have any revolutionary army. It is guessed, revolution will face a serious crisis without further increasing preparation for such a situation.
And if there is no complete preparation for bloody struggle of that type, Maoists will be compelled to adjust themselves with the system, consciously or unconsciously whatever it may be. Or they may push themselves in a condition of totally being crushed by the fascist attack of enemy,. None of the genuine Maoists and revolution seeking progressive people of the world want these.
Even if Maoists pave that above mentioned eclectic path, yet all the dirt and filthiness of parliamentary bourgeoisie politics may disgust their life. Inevitably Maoists have to carry the responsibility of all the anti-people-ism and failure of a reactionary system, for what, all the other trends of reactionary forces will be active against them. Maoists will not remain in peace for a single moment without only continuing revolution and step to suppress those reactionaries. Peaceful competitive politics with these wanted reactionaries obliges to turn Maoists to serious failure. Even if that drag a major portion of them to the same rank of those reactionaries, that will not be any strange thing.
** It is true, in today’s world, there is no genuine socialist country that can support a revolutionary Nepal morally and materially. This is also true that world revolution too is not strong enough at this moment. On the other side, Nepal is a small country surrounded by two giant reactionary country India and China. In this situation, certainly there is huge adversity in completing revolution in Nepal and successfully carry that forward.
But Marxism has an unlimited ideological strength, what can channelize/flourish the dormant unlimited strength of oppressed people. For that very reason, starting with a small military strength Maoists have achieved constant victory in ten years people’s war against the trained state-army of Nepal despite hundreds of support of world reactionaries including US, India and Israel to the later.
In a revolutionary people’s war it is possible to defeat many times stronger reactionary army. In strategic offensive stage of the war, Chinese revolutionaries under Mao’s leadership had defeated Chiang-Ki-Chek’ vast army of 8 million with a small strength.
Revolutionary Nepal is able to advance by forming national industry taking agriculture as the basis. In this case, key is people’s consciousness, activity, spirit and initiative, what Maoism teaches revolutionary party and what Nepal party successfully has shown in 10 years people’s war. On the other side, reactionaries have serious inner-contradiction, isolation from people and above all anti-people-ism. Hundreds of weakness arise from these.
Revolutionary Nepal can masterfully use the contradiction between two big neighbors India and China. She can use the inner-contradiction of imperialists. Especially revolutionary Nepal will not represent any revolution limited within Nepal. Rather, that will represent world revolution, what will use anti-imperialist huge struggle of world people for her life.
This is why, it should be said that adversity should not be any logic to go back from revolution.
Revolution will have twists and turns. Despite seizure of central power in revolutionary way, Maoists may temporarily loss that, they may be compelled to be engaged again in protracted people’s war. But all these, will accelerate world revolution.
So, other than paving the way of revolution, Maoist revolutionaries of Nepal have no positive way. That is not anticipated too.
Revolution and people’s war of Nepal spread a sky high hope and dream in the minds of oppressed people of whole world, especially of South Asia. To carry that forward should be the logical task of Nepal Maoists. In this case, the whole world will look at them to see what they do.
